EXPERIENCE
Mr. Breuer has over 25 years experience in all areas of environmental engineering. He served as an environmental regulatory official in wastewater treatment, mining, and hazardous waste management. He managed all regulatory permitting for a national hazardous waste management company for six years including NPDES, solid waste, hazardous waste, storm water, air pollution, and toxic substances. His strong civil engineering background has been helpful in hundreds of environmental and design engineering projects as ECCI’s principal civil engineer since 1993. In 1994, he was awarded Whirlpool Corporation’s Silver Medal for leadership for his role in developing Clean Air Act procedures, which demonstrated compliance while providing broad operational flexibility for the manufacturing facility (30 acres under roof).

Mr. Breuer is experienced in complicated projects related to Clean Air Act requirements. Projects have included evaluation and selection of air pollution control technology systems, modeling of air toxics to demonstrate compliance with ambient concentration standards, and defining operational scenarios to achieve maximum flexibility while minimizing reporting and record keeping costs. Mr. Breuer’s combined industry and government experience allows him to quickly identify the key issues related to margins and allow then to work with regulatory programs to support the business goals. Mr. Breuer has provided engineering assistance for several large and complicated industrial sales and acquisitions.

US Army Pine Bluff Arsenal, Construction Certification, Pine Bluff, Arkansas. Certifying Professional Engineer for RCRA hazardous waste permitted systems. The Professional Engineer certifications assure systems have been constructed according to design specifications and permit requirements.

Hoot Landfill, Solid Waste Assistance, Texarkana, Arkansas. Technical neutral engineer approved by litigants to evaluate groundwater-monitoring systems and post closure operations.

General Dynamics, Environmental Engineering Assistance, Camden, Arkansas. Certifying Professional Engineer on RCRA regulated hazardous waste treatment area closures and assistance with air permits, storm water, and emergency planning.

Pratt and Whitney, Environmental and Engineering Assistance, Springdale, Arkansas. Manager for Integrated Contingency Plan, Storm Water Pollution Prevention Plan, air emission inventory, and water use assessments.

Cargill, Spill Prevention, Control & Counter-measure (SPCC) Plans, 30 states, USA. Certifying Professional Engineer on SPCC Plans for 53 animal feed processing facilities in 30 states.

Teris, LLC, Environmental Engineering Assistance, El Dorado, Arkansas. Certifying Professional Engineer for multiple hazardous waste storage tank closures and on RCRA Part B hazardous waste permit application, and manager of air permitting assistance.
