EXPERIENCE
Mr. Carstens has a strong water chemistry background and a proven record of helping resolve problems at a broad range of industrial facilities. He has been responsible for all areas of environmental compliance including air pollution, wastewater, and hazardous and solid waste management as a plant environmental manager. This hands-on front-line experience provides him with the understanding to deal with all levels of client personnel from treatment plant operators to senior production managers.

Electrolux Home Products, Environmental Assistance at Multiple Facilities in Arkansas, Tennessee and Michigan. Air permitting, air dispersion modeling, air toxics assistance, compliance assistance.

Aerojet-General Corporatio, Air Permitting, and National Emission Standards for Hazardous Air Pollutants (NESHAPs), Camden, Arkansas and Gainesville, VA. Completed complex air dispersion modeling, Title V air permit application, RCRA Part B permit application, TRI reports, and storm water compliance.

Central Moloney, Clean Air Act Assistance, Pine Bluff, Arkansas. Prepared Title V operating air permit application, completed complex computer modeling for hazardous air pollutants, and assisted in implementation of NESHAP requirements for solvent degreasing and surface coating of metal parts.

As an industry environmental manager, Mr. Carstens addressed a broad range of regulatory issues. He has continued to use those skills, including:

  • Toxicity Reduction Evaluations of wastewater;
  • RCRA and CERCLA compliance;
  • SARA Title III reporting;
  • Implementation of Best Management Practices to improve quality of storm water discharges;
