EXPERIENCE
Mr. Carstens has a strong water chemistry background and a proven record of helping resolve problems at a broad range of industrial facilities. He has been responsible for all areas of environmental compliance including air pollution, wastewater, and hazardous and solid waste management as a plant environmental manager. This hands-on front-line experience provides him with the understanding to deal with all levels of client personnel from treatment plant operators to senior production managers.

Aerojet-General Corporation, Multiple Facilities in Arkansas, California, New York, Utah and Virginia. General Environmental Assistance. Completed Title V air permit applications and RCRA Part B permit application, performed complex air dispersion modeling, developed NESHAP compliance programs, prepared TRI reports, drafted SPCC Plans, and implemented storm water compliance programs.

Electrolux Home Products, Multiple Facilities in Arkansas, Iowa, Michigan, South Carolina and Tennessee. General Environmental Assistance. Provided Title V permitting assistance, conducted air dispersion modeling, developed NSPS and NESHAP compliance programs, and prepared Form R Reports.

Confidential Client, USA. Environmental File Reviews. Researched federal and state regulatory records to obtain competitive business intelligence for marketing research and development. Also conducted “due diligence” records reviews and environmental site assessments for potential property acquisitions and divestitures, performed third-party compliance audits, and provided technical support for litigation activities. Organized and managed environmental data gathering and analysis on over 140 chemical manufacturing facilities throughout the U.S.

As an industry environmental manager, Mr. Carstens addressed a broad range of regulatory issues. He has continued to use those skills, including:

  • Air permitting and compliance;
  • NPDES compliance and permitting;
  • Toxicity Reduction Evaluations of wastewater discharges;
  • RCRA and CERCLA compliance;
  • SARA Title III reporting;
  • SPCC Plans;
  • Storm Water Pollution Prevention Plans; and
  • Groundwater investigations.
