EXPERIENCE
Mr. Harrison has over 31 years of experience in managing engineering projects, from initial design through scheduling and construction management. He has managed numerous multi-million dollar projects as the lead engineer and project manager. Projects have included wastewater treatment, logistics and site development and process modifications for industries as diverse as pulp and paper, petrochemical, wastewater treatment, hazardous waste treatment, and animal and human food production. He is an internationally recognized expert in the use of non-metallic materials, such as specialty resin fiberglass and coatings and has upgraded multiple industrial processes to become more dependable. He is an expert at failure diagnosis in piping and vessels, and has organized multi-disciplined engineering teams to respond to industrial process disasters to manage the process of bringing the plants back on-line promptly, safely and cost effectively. He provides tank and process system mechanical integrity inspections and testing to prevent system failures and comply with Process Safety Management requirements.

Refrigerant Distillation and Reclamation Plant: El Dorado, Arkansas. Project and construction manager for a Refrigerant Distillation process for reclamation of R-22 Freon, partially using components from a plant dismantled in 1997. The project included process, mass balance, and P&ID developments as well as detailed design, specification, and construction.

Hazardous Waste Incineration/Air Pollution Control, El Dorado, Arkansas. Project and construction manager for a multi-million incineration process and air pollution control upgrade. The project involved construction of numerous pieces of refractory-lined and specialty epuipment, including saturator, condenser, scrubbers, bag-house, neutralization equipment as well as all ancillary piping, ductwork, steel structures, instrumentation and controls. There were uniquely challenging situations including historical soil contamination, buried piping, and abandoned oil refining components. He managed over 100 construction personnel and contractors, and led communication and coordination link between plant management, design engineers, and control contractor was crucial to the project’s success.

Wastewater Treatment, El Dorado, Arkansas. Process development, design, construction, and start-up of a $4 million groundwater remediation plant, treat groundwater contaminated by previous refining operations, as well as process and storm water from the plant site.

Pet Food Production, San Bernardino, California. Project manager for a major production and warehouse expansion requiring over 50 permits and approvals. Project involved negotiations in the purchase of property, easement and zoning changes, detailed design, construction, and start-up of key air pollution control equipment.

Air Pollution Control, Little Rock, Arkansas. Assessed the effectiveness of an air pollution control system, recommended operational modifications to increase system effectiveness, selected replacement air pollution control equipment to increase removal efficiency and reduce down time.

Hazardous Waste Combustion, El Dorado, Arkansas. Designed and managed construction of multiple process upgrades to increase production or lower costs, including the upgrade and installation of a unique bulk shredding feeder to the process.

Pulp Mill Beach Plant Upgrade, McGehee, Arkansas. Planned, scheduled, and managed multiple engineers and construction crews for the replacement, upgrade, or repair of major process equipment during shutdowns.

Project Manager, Los Angeles, California. Responsible for facility design, permit coordination, and supervision of construction manager to build a hazardous waste treatment facility. Treatment processes included fuels blending, lab packing, water treatment, neutralization, stabilization bulking, and storage. Project also included the completion of hazardous materials clean-up activities from the previous owner of the facility.

Key skills include:

  • Comprehensive construction/project management
  • Failure analysis and reclamation design
  • Logistics and project planning
  • Crisis management and avoidance
  • Air, heat, and emissions control
  • Water/wastewater treatment
  • Hazardous waste management
  • Application of non-metallic materials

AFFILIATIONS
National Association of Corrosion Engineers
American Society of Mechanical Engineers/RTP-1 Codes and Standards Subcommittee
