EXPERIENCE

Mr. Haynes is a specialist at Clean Air Act implementation programs, specializing in coatings and processes which result in emissions of Hazardous Air Pollutants. He has taught compliance classes for state and EPA inspectors and developed sophisticated systems for facilities to cost-effectively track emissions.

Jason International, Clean Air Act Title V permitting and compliance and National Emission Standards for Hazardous Air Pollutants (NESHAP) Compliance, North Little Rock, Arkansas. Developed a series of environmental programs designed to guide the plant towards compliance with its Clean Air Act and NESHAP requirements. Negotiated directly with state and federal regulators resulting in minimal disruptions to production during the implementation phase of a myriad of air-compliance programs.

Democrat Printing and Lithographing, Industrial Discharge Permit, State Implementation Program Air Compliance, Little Rock, Arkansas. Authored Industrial Discharge Permit resulting in the facility being authorized to construct and operate a state-of-the-art closed loop hazardous waste treatment process on-site. Conducted Air-Dispersion modeling designed to ensure compliance with proposed volatile organic compound (VOC), hazardous air pollutant (HAP), and oil mist product content limits, creating more flexible air-permit conditions.

Lowe Boats, Clean Air Act Compliance, Federal Maximum Achievable Control Technology (MACT) Compliance, Lebanon, Missouri. Authored Construction, and Operating Permit Applications designed to allow increases in production and expanded painting operations. Applications included air-dispersion modeling and raw materials baseline data designed to prepare the facility for federal MACT rules.

Mid-America Cabinets, NESHAP Reporting and Recordkeeping, Title V Air-Permit Modification, Gentry, Arkansas. Developed exportable formats for various reports and records required by the federal wood furniture manufacturing rules (NESHAP JJ). Authored Title V air-permit modification application designed to increase operational flexibility by easing the ability of the facility to trade HAP emissions.

Rock City Furniture, Clean Air Act Compliance, Little Rock, Arkansas. Assisted with development of on-site compliance programs, conducted field audit, prepared permit application, and developed VOC and HAP emission tracking systems.

Baldor Electric, Clean Air Act Compliance, Fort Smith, Arkansas. Conduct practice audit to identify deficiencies then completed formal audit with state inspectors.

Air Systems, Inc., Clean Air Act Compliance, Fort Smith, Arkansas. Develop accurate air permit applications, develop VOC and HAP tracking system, assist with reporting requirements.

GIS, Quality, Control and Personnel Training, Pulaski Area G15. Operated ARCVIEW and ARCINFO spatial analysis software.
