EXPERIENCE
Mr. Lynn has over 18 years of engineering and environmental experience. Mr. Lynn has been lead engineer and project manager on large air pollution regulatory projects in multiple states involving complex issues such as Prevention of Significant Deterioration (PSD), computer air dispersion modeling, National Ambient Air Quality Standards (NAAQS), New Source Performance Standards, (NSPS), air toxics, and National Emission Standards for Hazardous Air Pollutants (NESHAP).

Specialty Chemical Manufacturing, West Memphis, Arkansas. Preparation of Title V and PSD permit applications including completion of complex air dispersion modeling and PSD netting emission trading. Early planning and permitting to obtain timely permits for production expansions.

Soybean Oil Refinery, Stuttgart, Arkansas. Preparation of Title V permit application, completion of full PSD New Source Review (NSR) exercise, complex air dispersion modeling and assessment of Best Available Control Technologies (BACT).

Oil Refinery, El Dorado, Arkansas. Preparation of Title V and PSD permit applications and completion of complex air dispersion modeling, and resolution of NAAQS issues.

Steel Joist Manufacturing, Hope, Arkansas. Preparation of Title V and PSD permit applications, completion of complex air dispersion modeling, completion of PSD netting emission trading, and resolution of air toxics issues.

Flexographic Printing Facilities (3 locations), USA. Evaluation of progress toward meeting new NESHAP standards for HAP emissions, development of work practice plans, compliance negotiations.

Mineral Processing / Rock Crushing / Asphalt Plants (12 locations), USA. Preparation of SIP, Title V, and PSD permit applications, completion of complex air dispersion modeling, and resolution of NAAQS issues at multiple sites.

Furniture Manufacturing (37 locations), USA. Evaluation of progress toward meeting new NESHAP standards for HAP emissions at 37 furniture manufacturing facilities as part of an acquisition due diligence.

Wood Product Manufacturing Facilities, 3 locations, Arkansas and Louisiana. Preparation of PSD and Title V permit applications, completion of complex air dispersion modeling, and resolution of air toxic issues.

Pulp and Paper / Wood Products, Louisiana. Preparation PSD permit applications, completion of complex air dispersion modeling, air toxics compliance plans, completion of PSD netting emission trading, and resolution of air toxics issues.
