EXPERIENCE
Mr. Toepfer’s marine engineering, naval architecture, and fiberglass construction background provide a unique foundation for construction management. His experience managing his own boat manufacturing business provides unique insight into problems and issues encountered during complex construction projects.

Calpine, Boiler Feedwater System and Firewater System Upgrade, Pryor, Oklahoma. Design, specification, and cost estimating for projects to increase flow capacities for boiler feedwater and firewater systems at an electric power plant.

Clearwater Paper Corporation, McGehee, Arkansas. Principal staff engineer managing capital/maintenance projects in all areas of the mill. Provide fiberglass reinforced plastics (FRP) plant equipment on-site inspections, FRP equipment service life estimates, and recommendations for process improvements.

Georgia Pacific Paper Corporation, Crossett, Arkansas. Provide fiberglass reinforced plastics (FRP) plant equipment on-site inspections, FRP equipment service life estimates, and recommendations for process improvements.

Riviana Foods, Inc., Wastewater Treatment Plant Expansion, Carlisle, Arkansas. Principal staff engineer for scheduling, design, bids, and construction management for a wastewater treatment system expansion to allow facility production expansions.

Clean Harbors El Dorado, LLC, El Dorado, Arkansas. Air Pollution Control System Upgrades. Prepared preliminary design and recommendations to modify fiberglass air pollution control components. Manage reliability program for all fiberglass reinforced plastics (FRP) plant equipment and components, including site inspections with detailed reports, equipment service life estimates, managing equipment replacement/repairs and recommendations for process improvements.

Toepfer Brothers Marine, Fiberglass Boat Manufacture and Repair, Bay St. Louis, Mississippi. Supervised projects with composites, electrical systems, piping systems, and mechanical systems plus managed surveys and fiberglass crews.

3M, Air Pollution Control System Upgrade, Little Rock, Arkansas. Completed assessment of gas flows, evaluation of existing air pollution control equipment, field-testing of new air pollution control technologies, and development of alternatives.

Panda Power Plant, Southeast Arkansas. Completed master construction scheduling for all construction activities associated with the completion of a 4-foot diameter 5.2-mile cooling water pipeline. The scheduling project included the cooling water treatment plant, a 5.2-mile return line for used cooling water, and all environmental project components.

Milam Construction, El Dorado, Arkansas. Senior construction manager for a project to build and replace all major thermal treatment and air pollution control components at the Teris, LLC commercial hazardous waste incineration facility. The 14-month project included construction of the replacement components and then a complex tie-in of the new processes during a major shutdown.

As an ECCI engineering construction manager, Mr. Toepfer has been responsible for managing major portions of multi-million dollar capital improvement projects at multiple industrial facilities. He has a proven dependable record of being able to handle complex and challenging construction scheduling problems. Mr. Toepfer has communication skills which enable him to work effectively with personnel ranging from field labor to plant managers. His attention to detail has proven valuable in project scheduling, construction QA/QC, and in inspection of major components prior to shipping from fabricators.
