PROCESS SAFETY MANAGEMENT
ECCI engineers and project managers have assessed, developed and implemented complete Process Safety Management (PSM) programs for facilities regulated by OSHAs PSM Standard (29 CFR 1910.119). Assessment includes applicability of regulations to process chemical(s) and threshold deter-minations. Comprehensive programs have been developed that are customized to the process(es) and the facility. All thirteen elements of the program are developed according to the requirements in the standard as well as according to ANSI standards, and good engineering practices. Project types have included full program development, and implementation, to compliance auditing of the regulated process(es).
ECCI engineers have developed a system to quickly evaluate existing programs as they relate to the requirements of the standard. This approach allows ECCI to significantly reduce costs. ECCI also pro-vides mechanical integrity inspections required by the OSHA PSM standard making recommendations for improvements as applicable to the required code(s) and standard(s).
ECCI engineers provide professional engineering assistance during the process hazard analysis and help develop cost-effective alternatives to reduce risks of system failure or release of hazardous substances.

Odoms Tennessee Pride Country Sausage, Inc. Little Rock, Arkansas and Madison, Tennessee
ECCI assisted in the development of an ammonia refrigeration PSM program. The project consisted of evaluating existing information, gathering and developing all process safety information, including developing P&Ids necessary to conduct a process hazard analysis. In addition, a complete written program was developed to include employee participation, training requirements, safe work practices, contractor requirements, mechanical integrity inspection schedule and inspection checklists, emergency procedures, operating procedures, pre-startup procedures, incident investigations, management of change policies, and trade secret policies.

J.M. Products, Inc. Little Rock, Arkansas
J.M. Products, Inc., in response to an OSHA audit and assessment of citations, contracted with ECCI to assist in developing a PSM program for three regulated chemicals. ECCI acted as a representative during OSHA meetings and assisted in response to information required by OSHA inspectors. A compliance audit was conducted to ensure proper implementation after development of the program was complete.

ECCI engineers conduct mechanical integrity of tanks and process equipment in regulated PSM processes. PSM mechanical integrity reports are provided with an assessment on the condition of the equipment as well as recommendations on any repairs/changes necessary to ensure the integrity of the equipment.
