ENVIRONMENTAL ASSESSMENT
AND SITE CLOSURE

ECCI has performed numerous Phase I Environmental Site Assessments (ESAs) for due diligence purposes for both buyers and sellers of real property. The assessments were performed in accordance with the guidelines established by the American Society for Testing and Materials ("ASTM") in ASTM E-1527-00m "Standard Practice of Environmental Site Assessments: Phase I Environmental Assessment Process."

The purpose of the ESA is to identify recognized environmental conditions in connec-tion with real property. A recognized environmental condition is defined in the standard as "the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, groundwater, or surface water of the property." According to the ASTM Standard, the term includes hazardous substances or petroleum products even under conditions in compliance with laws. It is not intended to include de minimis conditions that generally do not present a material risk of harm to public health or the environment, and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies.

ECCI has been instrumental in helping clients remedy recognized environmental conditions observed during the Phase I process. ECCI has provided corrective action ranging from soil sampling and remediation to preparation of the required compliance plans, such as Spill Prevention, Control and Countermeasure ("SPCC") plans.

Entergy Services, Inc.- Little Rock, Arkansas

ECCI has performed several Phase I ESAs for property being purchased or sold by Entergy. Services provided included a site reconnaissance, interviews with property representatives, historical research, PCB and metals sampling, soil remediation, and preparation of reports.

General Dynamics ATP - Woodberry, Arkansas

ECCI engineers developed a closure plan for an open burn area where explosives were processed historically. ECCI prepared specifications and selected an appropri-ate contractor, then served as General Dynamics’ representative during closure operations. ECCI prepared the final closure report including a closure certification by a Professional Engineer for submittal to hazardous waste regulatory agencies.

Teris, LLC/ENSCO - El Dorado, Arkansas

ECCI engineers developed plans for closure of multiple hazardous waste management areas including tanks, storage and processing areas, and thermal treatment areas. ECCI Professional Engineers have certified proper closure of many of the individual areas as either clean closure or with post-closure maintenance and monitoring.

NATIONAL ENVIRONMENTAL POLICY ACT
ENVIRONMENTAL ASSESSMENTS

ECCI was selected to prepare Environmental Assessments to support the use of graphite smoke generators for training exercises at six U. S. Army Reserve Installations in Arkansas, Texas, Oklahoma, and Louisiana. The assessments were prepared in accordance with the National Environmental Policy Act and Army Regulation AR-200-2. ECCI managed all phases of the assessments from site investigation, information gathering, public notice, and response to comments.
