HAZARDOUS WASTE PERMITTING & COMPLIANCE

Numerous hazardous waste permitting and compliance projects have been successfully completed by ECCI. Our experience in the commercial hazardous waste industry allows ECCI staff to recognize the limitations, as well as the opportunities available in the RCRA Part B permitting process. ECCI also has experience as managers of both state and federal hazardous waste regulatory programs, and experience with public hearings as the hearing officers, the applicants, and technical consultants.

ECCI engineers have been selected to serve on multiple EPA advisory committees, especially relating to hazardous waste combustion. Experience with Part B application preparation and review and permit issuance is most valuable when managing complex hazardous waste projects.

Projects completed include multiple Part B permit applications and risk assessments, thermal treatment process designs, managing hazardous waste process modifications, completing RCRA tank and secondary containment engineering assessments, certifying RCRA unit and process closures, completing and managing trial burns and trial burn plans, completing Subpart EEE training, scheduling for air pollution control system upgrades, and certifying RCRA construction projects as being in compliance with permitted design.

Compliance audits have been completed by ECCI at multiple facilities with complex RCRA operations. Hazardous waste audits have been completed for corporate offices, for reports to state agencies, and even for reports to the U.S. Department of Justice.

Washington Demilitarization Company
U.S. Army Pine Bluff Arsenal – Pine Bluff, Arkansas

ECCI engineers serve as project manager and lead Professional Engineers (P.E.) for a majority of the RCRA-regulated systems to evaluate processes and certify whether each system is constructed in conformance with design specifications and the RCRA permits. This is approximately a four-year project with total funding of over $2 million for the construction QA/QC and P.E. certification process. ECCI engineers were selected for the project due to their familiarity with hazardous waste treatment processes and with RCRA hazardous waste rules.

Atlantic Research Corporation – East Camden, Arkansas and Gainesville, Virginia

ECCI has completed RCRA Part B applications, Clean Air Act Title V permitting, risk assessments, and complex air dispersion modeling using the U.S. Army open burn/ open detonation (OB/OD) model. The facilities store and treat waste rocket propellant associated with rocket and air bag manufacturing.

Teris, LLC/ENSCO – El Dorado, Arkansas

Numerous projects have been completed by ECCI including RCRA Part B applications and modifications, Title V and PSD permitting, Subpart EEE notifications and scheduling, P.E. closure certifications, compliance audits, closure plans, and managing preparation of trial burn plan reports.

GTX, Inc. – Morgan City, Louisiana

ECCI provided Title V Clean Air Act permit application preparation, complex air modeling of state air toxics (risk-based), and compliance audits for EPA and the U.S. Department of Justice.

ENSCO West, Inc. – Wilmington, California

ECCI completed RCRA Part B permit applications and air permitting for this Los Angeles area commercial hazardous waste and storage and treatment facility.
