PERMITTING AND COMPLIANCE

ECCI engineers have completed hundreds of Clean Air Act permitting and compliance projects in Arkansas and most other states. EPA and state rules are continually reviewed to assure compliance with all new and modified requirements. The latest versions of air dispersion models are used to evaluate the impacts of air toxics and demonstrate compliance with EPA and state ambient air standards.

Due to the large amount of industry experience of senior ECCI engineers, the ECCI team develops a clear understanding of the client business goals. The permits are then tailored to provide maximum opera-tional flexibility while minimizing costs for recordkeeping, reporting, and testing. Each individual industrial or manufacturing process must be understood to develop permits which allow use of needed alternative fuels, coatings, or process chemicals.

ECCI engineers work with industry managers to help select the best alternatives for air pollution control equipment and compliance assurances. Often, decisions between operational flexibility with more record keeping or more limited record keeping require-ments with less operational flexibility are factors in plant productivity and profitability.

Weyerhaeuser – Eastern United District, Ruston, Louisiana

ECCI engineers have completed Clean Air Act projects including prevention of significant deterioration (PSD) permitting for major fiberboard manufacturing facilities, air toxic projects for fiberboard and plywood manufacturing facilities, technical and cost assessments to select best available control technology (BACT), emission inventories, compliance plans, and compliance audits for multiple Weyerhaeuser facilities.

Electrolux Home Products – Multiple Locations

ECCI has completed Clean Air Act projects at multiple Electrolux facilities in multiple states. Projects include Title V permit applications, air dispersion modeling of HAPs and criteria pollutants, and development of compliance assurance programs.

Reynolds Metals – Gum Springs, Arkansas

ECCI completed Title V air permit applications and complex air dispersion modeling for this facility which incinerates aluminum potliners. The air dispersion modeling was integrated into an EPA-hazardous waste combustor health risk assessment.

Riceland Foods – Multiple Locations

ECCI has provided extensive air permitting, air dispersion modeling, and compliance assistance to Riceland. Projects have ranged from large major stationary source PSD-regulated soybean oil refineries to elevator and milling operations. Permits and compliance pro-cedures were tailored to provide maximum operational flexibility while utilizing existing record keeping systems for compliance assurance.
